Database/Application Specialist

Massachusetts Hospital Association (MHA), located in Burlington, MA, is a not-for-profit organization devoted to the advocacy, education and communication of high quality, cost effective and accessible healthcare on behalf of the hospitals and healthcare systems of the Commonwealth.

MHA is currently searching for a Database/Application Specialist to join our team of dedicated professionals. 

The position will serve as the lead database/application specialist with responsibilities ranging from management, administration and auditing of integrated CRM / EMS applications (customer relations management / engagement management system) to management and administration of the website CMS (content management system) as well as various services throughout the organizations such as database quality assurance, segmentation, data mining/reporting,  online communities, publications, membership, security and communication technologies. The successful candidate will act as a liaison between departments and business units as necessary to ensure a cohesive approach in all relevant efforts.  The core areas of focus for this position are as follows:

  • CRM / EMS application management
    • Manage, maintain and administer the application end-user side of the company CRM / EMS environment to ensure proper upkeep, versioning, root cause analysis and functionality of the application and associated integrations and third party applications.
  • Website CMS administration
  • Serve as the CMS administrator to provide guidance, vendor interface and escalation point for troubleshooting.  Will work with the website manager and other departments to ensure fluid integration, proper security structures with data architecture, communities, training and access controls.
  • Database management
    • Management of the membership database, security architecture, member privileges and relationships.  Review, analyze, maintain and modify data and systems as necessary to maintain the company’s CRM and associated databases with accurate and up to date data for the database to include coordination and oversight of record maintenance efforts. 
  •  Report writing
    • Responsible for compiling detailed reports and developing routines for extracting requested data for various efforts surrounding the use of the database/data to include membership breakouts, communication efforts, financial reports, activity reports, etc.
  • Technical training and documentation
    • Train employees in the use of the CRM environment to ensure proper use, accurate record maintenance and adherence to policies and security procedures.


  • Bachelor’s degree in a technology related field or equivalent experience
  • Minimum of 4 years’ experience in database analysis and/or management to include database record management/upkeep, report creation, and application management
  • Ability to multi-task various projects with deliverables to various entities
  • Experience with Microsoft SQL Server and SQL programming language, joins, views, stored procedures, SQL Server Integration Services, SSRS, and Crystal Reports for generating reports
  • Proficiency in MS Access and MS Excel
  • Experience with database design and development with an understanding of relational databases and techniques for normalization
  • Attention to detail with a high level of integrity relative to handling sensitive and confidential information
  • Strong analytical skills - ability to break down problems into simpler components with a demonstrated ability to analyze and  interpret data
  • Strong time management skills– the ideal candidate will be able to identify priorities, set goals, and complete tasks in a timely manner
  • Must be able to comfortably perform training for job related technologies for all staff as needed
  • Knowledge of financial systems and application integration preferred
  • Function independently and in a team environment
  • Able to communicate effectively to both technical staff as well as the technically unskilled
  • Strong written and verbal communication skills

Administrative Assistant - Healthcare Policy and Regulation

The Administrative Assistant is responsible for performing all administrative tasks necessary to support the Executive Vice President, General Counsel (EVP) of MHA and his staff. Core functions of this role include the scheduling, coordination and maintenance of the EVP, General Counsel’s calendar, the planning and coordinating of internal and external meetings (including reserving conference rooms, handling of contracts (external) and the tracking of participants and all meeting requirements in iMIS. The Administrative Assistant is also responsible for routinely answering telephones, taking messages, opening and distributing mail, exercising good judgement in the handling of both routine and confidential information and responding to staff and member inquiries in a timely and professional manner.

The successful candidate will also be responsible for:

      • Maintenance of departmental calendar (for purposes of coverage)
      • Manages multiple, competing priorities and deadlines expediently and with considerable discretion and judgment
      • Interact with all departments reporting to the EVP in a professional and respectful manner
      • Serve as back up to the departments reporting to the EVP as needed
      • Prepare and submit expense reports for the EVP and his staff (as needed)
      • Preparation of correspondence, reports, spreadsheets
      • Data entry including iMIS updates with pertinent member activity
      • Assist in the preparation, maintenance and tracking of the departmental budget
      • Track, submit and process all invoices in a timely manner
      • Maintain and track PAC donations and lobbying activities for EVP documenting all lobbying related fees
      • Sets priorities and manages work flow to ensure efficient, timely and accurate processing
      • Maintains a cordial and effective relationship with co-workers, members and other business contacts
      • Maintains confidentiality of all information
      • Interacts with others (both internally and externally) effectively by utilizing good communications skills, cooperating purposefully and     providing information and guidance, as needed
      • Please note, these duties may be expanded upon or eliminated as determined by the Executive Vice President, General Counsel.


Knowledge, Skills and Abilities
      • Education, training and/or experience equivalent to an Associate’s degree plus a minimum of 3 to 5 years’ work related experience
      • Excellent customer service and interpersonal skills and able to work effectively independently as well as in a team environment
      • Strong written and verbal communication skills
      • Ability to carry out complex tasks
      • Proficient in personal computer applications such as Word, Excel, Access, PowerPoint, Outlook, iMIS and other related software
      • Working knowledge of general office equipment
      • iMIS or database familiarity helpful
      • Understanding of administrative procedures and record keeping techniques

Manager - Healthcare Policy and Analysis

The Manager- Health Care Policy and Analysis will develop comprehensive analysis of current and developing national, state and local health policy issues; devise and conduct surveys, studies and other research; develop position papers on health reform and other policy issues affecting hospitals and the health system in Massachusetts.

The successful candidate will support MHA Advocacy Team with general legislative and regulatory advocacy efforts through monitoring, researching and drafting advisories to advance MHA’s agenda, as well as analyzing proposed regulations, preparing regulatory briefings and testimony. 

This position will engage with members and regulators as required.This position will be overseen by the vice President of Legal and Regulatory Affairs, with policy research and development activities overseen by the Executive Vice President and General Counsel.

The successful candidate will also be responsible for:

  • Analyze and provide guidance to members on the range of health policy issues including:  federal and state health reform as well as quality and delivery system issues, etc. in collaboration with members of the healthcare finance, government affairs and clinical staff.
  • Synthesize qualitative and quantitative information and identify trends through written reports and presentations for association staff and members.
  • Gather and analyze operational, financial and clinical issues impacting healthcare providers through surveys, telephone interviews, literature review and online research.  Conduct special studies to analyze complex actions and prepare recommendations for policy, procedures or actions.
  • Monitor federal and state legislative and regulatory changes impacting healthcare and advise advocacy team and members on significant changes.
  • Draft regulations, legislation, etc. to help advance MHA’s advocacy agenda.
  • Drafts testimony to support MHA’s position on laws, legislation and regulations.
  • Support team’s federal and state legislative advocacy as needed.
  • Function as a coach to less experienced team members on legal, regulatory and internal MHA activities, as well as champion excellence, the customer and collaborative team behavior.
  • Support MHA mission and staff through:  team building activities, community involvement and wellness.
  • Maintain excellence in customer relations both internal and external.

Knowledge, Skills and Abilities

Successful candidate must have both an undergraduate degree from a 4 year college or university as well as a degree from an accredited United States masters prepared program,  that includes a focus in the areas of health policy, management or administration.Knowledge of the process for developing public policy as well as federal and state legislative and regulatory process. Candidate must have knowledge of health care trends, new developments and terminology.

Ability to research health data issues. Excellent problem solving skills, ability to work independently and excellent communication skills both written and orally. Knowledge of personal computer applications such as Excel, Word, Access, Powerpoint.
With limited oversight, the successful candidate must be able to write position papers and/or advisories to members on regulations and legislation.  Presented with broad policy issues, e.g. delivery reforms, candidate must be able to work independently in developing materials such as white papers in cooperation with policy, clinical and finance staff. 

Candidate must be able to develop and disseminate written materials, conduct presentations to members, other stakeholders and regulators/legislators, and contribute to coalition building efforts of MHA members, advocacy groups and others in the community with limited direction.
