analyzes how eight healthcare reform packages intended to address the current system’s shortcomings affect health insurance coverage and spending by government, households, and employers. The report analyzes such proposals as enhancing subsidies and reinsurance under the Affordable Care Act, to enacting a full single-payer-type system.
